What I want to do is bring my life experience and help in any way fashionable.  It sounds like you have so much footage you can't review alan of it.  Not to mention the transcoding which is computer intensive and creates massive HD files.  Hard to store everything and move it across networks.  I am a solutions oriented person and can take a step back and look at the bigger picture for solutions that meet the needs of the organization.  

I have a lot of guerilla production experience which can lend to your cause and small budget.
