For a managing web development projects more wholesale - beyond just ticket tracking - I've used active collab
which I must say covers all the bases right out of the box:
- document management with versioning
- discussion threads
- issue ticketing
and integrates with subversion.
Basic license is $249, don't need to reinvent any wheels.
