Nice... they provide the source as well. I know this is contra to the
FLO model... but, I have not seen anything that covers the scope of

It's open source and seems to have all things you need:
RT is a/battle-tested/ issue tracking system which thousands of
organizations use for/bug tracking/,/help desk ticketing/,
/customer service/,/workflow processes/,/change
management/,/network operations/,/youth counselling/ and
even more.
I don't have personal experience with it, but it may be worth
exploring.
