Perhaps we can use nginx with php-fpm instead for better memory/request management? I sysadmin a few vps with these setups and can help out in this department,

and shut it down.

I installed mysql on this server and imported a db from the nycga
developers.  The code for nycga.net got checked out to
/var/www/nycga.net/web - I put a vhost in apache for this as well.

We have an interim solution in place for nycga.net hosting so it's not
critical that this server is available for that purpose, but I want to
let you know that the server is offline.
