I wanted to follow-up/add to your ideas email. I think this is an important tool not just for tech, but working groups as well for participation and maybe even voting (if that's the right word).
We need a system, that helps us not only get feedback, but make decisions on projects going forward with as open participation. I may work something like this:
Ideas/Voting System > Project Management > Finished Product > Feedback
IdeaTorrent > Redmine/GitHub > NYCGA/Permbank > Ticket System

I'm pretty sure this has been discussed before, but here's what I'm thinking
on a public-facing database of ideas-
Uservoice is my favorite solution that I've seen (it's commercial though).
uTorrent uses it. It allows users to vote on which ideas are the highest
There are open-source alternatives to it, but I haven't tested them.

http://www.ideatorrent.org/ideatorrent (uses postgresql + drupal)
The same functionality could be achieved by using a StackOverflow clone.
I think it's important that people are able to visualize the demand that
they're building through feedback, and these apps do just that. I know
things are busy, but if there's interest in implementing something like
this, I can find time to help

Like the live GA, the site community needs facilitators to work effectively.
