Speaking from deep experience in this area, logging time is the last thing that people who are working to the max do. Even in organizations that require it, it gets put off and done in guesstimated batches weeks or months at a time. So even with a convenient time tracker tool, the data captured for the people do the most work will be least accurate. In short, I don't think setting up a time tracker tool is a productive or priority idea at the present.
