Our website has a button near the top right titled "Help & Safe Harbor" that can be clicked on. It enters a very secure software system for reporting. You can report everything from bullying to serious threats of harm to the public. When someone reports, I receive immediate notification. I field to a group of experts for resources, legal counsel, other non profits-public interest groups. A reporter can ask for help or simply dump info and remain anonymous or in some cases, there may be a reward available. Those situations involve serious litigation. I refer to lawyers who know False Claims Act, Dodd-Frank, SEC, IRS, DOL, DOJ & State actions.
If the reporter is a whistleblower who is being retaliated against; i.e., a nuclear safety officer is being threatened if they go to OSHA---I may help notify government agencies of wrongdoing. If the whistleblower was fired, we also get them to a referral. Referrals are free.

Evy, a good place to start would be to articulate what the group would do. If you could organize a team to process disclosures (organize documentation, generate news stories/court cases, etc) then I'm sure we could find people to make disclosures.

Thank you for reading! Public Interest Disclosures is best because it works well with the idea that the public has a right to know. Several other countries have adopted this concept since whistleblower has negative connotations although historically what it truly means is to alert officials, warn others and the public of criminal activity and/or danger. OWS might like to carry whistles in protests. The symbol will be very clear and far better then protesters yelling at observers that they are marching for them.
How do I form a whistleblower and public policy group?

Andrew, we agree about the potential for occupy.net to host subdomains for occupations. I just requires a lot more organizing of developers.
