again all of this information has been released many times, i encourage you to join the finance committee and help them to do this, like many groups they are in the process of making their innerworkings more transparent, or accessible. please be informed that we do not raise 10K in cash in the park and that the money raised in the safeboxes and buckets has to be accounted for and not just spent as its brought in- again check with finance they are working very hard to track these numbers. money brought in is sent through our fiscal sponsor (info on all of our websites) who then process the money so that it doesnt look like income on our end and isnt taxable to us. we are responsible to our fiscal sponsor for turning off all receipts for money spent that they have processed. the money is kept at the LES people's federal credit union and at the amalgamated bank. funds are easily accessible when released by the GA or through working budgets- for example kitchen/medical get set amounts per day- again ideally they will be able to track their spending in a way that moves towards them receiving a weekly budget. **not having enough sleeping bags is an issue of comfort- but again it is a much larger issue because though they can just pass budget to buy these sleeping bags they are also faced with questions that perhaps deal with potential need for a census- how many people are on site? how many people will need sleeping bags per night? how many sleeping bags will be lost/stolen/destroyed per day? how often will laundry be done to recirculate sleeping bags onto the camp? what type of sleeping bag? where will they be purchased? where will they be stored? and to whom will they be given?

many of these questions are implicit in purchases and with that in mind you can imagine how decisions can be made more complicated.

i understand your frustration but it sounds like you need to speak to working groups about forming proposals- the occupation will not magically purchase any of these goods. the accountability process is serious and vested in working groups, so even though you're making this recommendation it does very little if it stays in this thread- if you care about it take it to a working group. the process is fairly straightforward (also in the packet distributed at the GA 2 nights ago)- groups write out proposals and fill out a form identifying group, amount requested, in what interval and what the money is for. filling out this form says that your working group has internally consensed the proposal, which is then brought back to finance for review to make sure that there isnt perhaps an easier way to coordinate achieving the funds. if theres not the group goes to the general assembly and explains their proposal and mentions that it has been vetted by finance-> more times than not this leads to consensus amongst the group to release funds. the information i'm outlining here has not been hidden from anyone, infact many attempts have been made to make all of this information widely accessible. please take your recommendations for how to do this better to the finance working group i'm sure they would love some assistance

please understand its not a issue of financial organization- this is a larger overarching problem of how groups need to form budgets. not just budgets for onetime large purchases ( and many groups are buying simply on a need basis) but also a re-occuring (weekly/monthly) basis with the understanding that we as an occupation might incur emergencies like yesterday. 

so to answer your question in general comfort has enough socks- but when hit with weather like yesterday we blew through those reserves in a way that they needed to be kept from being fully depleted. finance just released a packet that has all of this information- it is not responsible to making any judgement calls on whether or not groups receive or ask for money it is more realistically a book-keeping committee meant to organize spending/fundraising/asset trends and report them back. it wasnt really possible to do this until recently because none of the trends had normalized in a way that would have been beneficial to look at.

three important things to establish are:

-staying dry: you need to have a tent with a fly or really well anchored tarp. if youre getting wet, you will get very cold and you wont be able to bring up your body temperature naturally.

-keep warm air in: your body creates heat so trap it in. again, the fly or tarp works with this. eliminate breezes and drafts as much as possible. it sounds silly and excessive but a tent within a tent is another way to trap the heat in by creating two layers of air.

-keep distance off the floor: if you have a mat, or tarp or anything to buffer the coldness of the ground you will be much warmer.

artificial heating elements will do little if you don't try to establish these basics. the less we rely on gas powered energy the less we will need to spend, the less we will be reliant on the city's "permitting" us to run these generators. it might seem wasteful to spend the money on good tents and sleeping bags but you save in the long run because they work way better to keep out water and keep in your body heat.

just some thoughts from my camping experience.
