The Lower East Side Peoples Federal Credit Union (lespfcu.org) was begun in the 70s when that neighborhood was being redlined by the banks (an illegal practice of drawing a red line around low-income neighborhoods on the map and denying all loan applications from those areas). It is still very community based and offers checking and savings accounts for $5 membership fee per year.
